Why dont you just set SambaPOS to autostart, remove the exit button from the login screen and then no-one has access to the Windows UI so they will not be able to change the time and date.
Obviously unless someone has told them how to reduce the SambaPOS window size.
SambaPOS like any software that you install cannot provide admin rights for something that is controlled within Windows, so the key is restrict the user via Windows.

I have prevent windows users and administrators to change date and time. It is working.

Yes Yes, I show the windows solution.
But SambaPOS can compare tickets time. and show a message if the middle ticket time is not between the others.
