How to create a rule on two conditions?

eg: I wish I could choose two conditions within the same rule:

The rule name is ticket tag

inside there signals are: =!? ? R! R

and the front open the two options

= Option 1 and Option 2

Do not know if you can put this way in the field of custom value rule
